Preheat the oven to 350 degrees Fahrenheit.
In a large mixing bowl, combine the all-purpose flour, sugar, baking powder, baking soda, and salt.
Add the cold, diced unsalted butter to the dry ingredients. Using a pastry cutter or your fingers and, cut the butter into the dry mixture until it resembles coarse crumbs.
Stir in the milk, and mix until the dough comes together. Be careful not to overmix; the dough should be a bit lumpy!
For the filling, mix everything together in a bowl. Add to a 2 quart baking dish. Top with the cobbler mixture. And sprinkle the coarse sugar over the top.
Bake for 30-35 minutes or until the top is golden brown and bubbly.
Serve warm with a scoop of ice cream
