In a large wide pot over medium heat, add the olive oil. Add the salt, black pepper, paprika, and garlic powder. Mix for 30 seconds to open up the spices.
Add the shallot and tomatoes in one layer and let them fry for 1 to 2 minutes.
Stir, then add the ground beef. Use a wooden spoon to break up the beef.
Stir occasionally and cook for 7 to 8 minutes, until the beef is almost fully cooked.
Add the tomato paste, tomato sauce, date syrup, baharat, basmati rice, and salt. Mix everything together.
Pour in the boiling water, stir gently, and cover with a lid. Let it cook over medium heat for 5 minutes, then reduce the heat to low and cook for 40 minutes.
Garnish with chopped parsley or cilantro and slivered almonds.
