In a medium bowl, mix the cocoa powder and boiling water until smooth.
This helps the cocoa dissolve and avoids lumps.
Add the powdered sugar and hot cocoa mix. Stir well.
Slowly pour in the milk, stirring as you go until the mixture is smooth and chocolatey.
Taste.
If it needs to be sweeter, add more powdered sugar (1 tablespoon at a time).
If using chocolate syrup, add it now and mix again.
Pour the mixture into silicone molds, or ice cube trays.
Place in the freezer and freeze for 2 hours, or until firm.
Remove from molds and enjoy 🎉
