In a large pot add the pasta, tomatoes, onions, basil, garlic and Italian bouillon. Drizzle with olive oil. Add salt and pepper. Add vegetable broth and stir.
Bring to boil. Cover and cook 8-10 minutes stirring half way through, until pasta is cooked. Stir in cream and Parmesan cheese.
Garnish with shaved Parmesan and fresh basil.
