In a small bowl, mix the sauce ingredients and set aside.
Heat a large pan to medium-high heat with the neutral oil, add the beef, and cook until well browned. Break up the beef with a wooden spoon or meat masher.
Add the garlic and ginger to the pan and cook until fragrant (1-2 minutes).
Add the sauce and cook over medium heat for 2 minutes. Add a splash of water if the beef is too dry.
Remove from the heat and serve over rice with a sprinkle of sesame seeds and green onion.
