Heat 2 tbsp oil in a pan and sauté the diced onion until softened
Add minced garlic and cook for 1 minute until fragrant
Add the ground beef and cook until browned, breaking it apart as it cooks
Stir in the chopped bell pepper and serrano peppers (if using)
Add tomato paste and mix well to combine
Pour in ¾ cup water and add garlic powder, smoked paprika, chili powder, red chili flakes, black pepper, and cumin powder
Season with salt to taste and simmer until the filling is cooked through and flavors are combined
Lay out the tortilla halves and brush with butter or garlic butter
Place a spoonful of the beef filling on each tortilla half
Top with shredded mozzarella and cheddar cheese
Fold the tortilla in half to create a pocket shape
Cook in a skillet over medium heat until golden and crispy on both sides, or bake until cheese is melted and tortillas are golden
