Heat olive oil in a large saute pan over medium/low heat. Add onion, red pepper flakes, Italian seasoning, and a pinch of salt. Saute for a few minutes.
Add garlic and cook for another 30 seconds.
Add ground beef and season with salt, pepper, and paprika. Break up with a wooden spoon and cook until no longer pink.
Make a small center in the middle of the pan and add tomato paste. Let it cook for a couple minutes before stirring everything together.
Pour in beef broth and cream, season with salt and pepper. Bring to a low boil.
Reduce heat to low. Pour in uncooked pasta and stir. Simmer uncovered for 16-17 minutes until pasta is tender.
Sprinkle in cheese, stir, and taste for seasonings.
Top with extra cheese and garnish with fresh chives. Enjoy!
