Preheat your oven to 375°F.
Put the tapioca flour in a mixing bowl.
Grate the cheese and set it aside.
Cut the butter into pats and put it in a saucepan with water, milk, and salt. Heat till the butter melts, then bring to a boil.
Pour the hot mixture into the bowl of tapioca starch.
Beat the mixture at high speed till it’s cohesive and elastic.
Beat in the grated cheese and minced garlic.
Whisk together the eggs and drizzle them into the tapioca mixture, with the mixer running.
If the batter is too thin, add additional tapioca flour till it’s thick enough to hold its shape when scooped onto a baking sheet.
Scoop out golf ball-sized mounds of batter onto a baking sheet.
Bake the buns for 20 minutes, rotating the pans halfway through baking.
Remove the buns from the oven and let them cool.
