In a large skillet over medium-high heat, cook the ground beef until browned and crumbled, 5-7 minutes. Drain excess fat.
Add the onion and garlic and cook for 2-3 minutes until softened.
Pour in the beef broth and milk and stir in the elbow macaroni. Bring to a simmer and cook for 10-12 minutes, stirring occasionally, until the pasta is tender.
Stir in the paprika, oregano, salt, and pepper. Top with the shredded cheddar cheese and cover for 2-3 minutes until the cheese is melted.
Serve immediately.
