Add your pancetta to a cold saute pan. Bring the heat to medium and cook until crispy. Remove from the pan and set aside.
Reduce heat to medium/low. Add in your shallot followed by a pinch of salt and red pepper, to taste. Saute for a few minutes.
Add in your garlic and cook for another 30 seconds.
Pour in your cream and water. Stir.
Season with black pepper, parmesan, and nutmeg. Stir and bring to a simmer.
Pour in your uncooked tortellini and frozen peas. Stir, cover, and simmer for about 5 minutes. Stirring occasionally.
Once your pasta is warmed through, taste for seasonings. Serve with extra parmesan cheese and enjoy!
