Gather all ingredients. Preheat the oven to 350 degrees F (180 degrees C). Grease 9X13-inch casserole dish or spray with nonstick spray. Set aside.
In a large bowl, whisk together the cornmeal, flour, baking powder, salt, and sugar, until no clumps of baking powder remain. Add corn, milk, and sour cream; stir to combine.
Stir in butter, half the bacon, chilies and 1 cup cheese just until combined.
Pour mixture into the prepared dish. Smooth the top, then sprinkle on remaining bacon and cheese.
Bake in the preheated oven until the top is golden brown and casserole is set, about 40 minutes. Cool at least 5 minutes; serve warm.
