Place filling in the middle of the Napa cabbage leaf and roll from the stem to the top of the greens, tucking in the sides as you roll
Secure it with a green onion
Place the rolls into a pot and just barely add enough water to cover the rolls
Bring to boil, then reduce heat to medium and cook for 10 minutes
Skim fat if needed. Season with fish sauce or salt, then serve with cilantro garnish
