Make meatball mixture: Add ground pork, scallions, garlic, ginger, salt, sugar, vinegar, and egg to the bowl, mix well.
Assemble rice and meatballs: Roll meat filling into meatballs, coat with rice grains, place in bamboo steamer.
Steam the meatballs: Steam for 20 minutes until rice softens and meat is cooked through.
