In a large bowl, add ground beef, diced bell pepper, onion, garlic, parsley, paprika, cumin, garlic powder, pepper, and salt. Mix well until fully combined.
Slice the rounded ends off each tortilla to square them off. Spread a thin, even layer of the beef mixture onto 6 tortillas. Stack them directly on top of each other to form one large tortilla stack.
Slice the stacked tortillas into 4 even strips. Line the strips up and skewer through them lengthwise with 4 skewers to hold everything together.
Cut across the skewers to create 4 rows of kabobs.
Sear the kabobs on all sides over medium-high heat until the beef is fully cooked and the tortillas are crispy and golden.
