In a mixing bowl, use either a stand or hand mixer at medium speed to blend the cream cheese, sour cream, garlic powder, onion powder, and black pepper until the mixture is smooth and creamy.
Switch to low speed and gently mix in 1 ½ cups of the cheddar cheese, half of the chopped bacon, half of the jalapenos, and half of the green onions.
Place the remaining cheddar, bacon, jalapenos, and green onions in a small zip-lock bag and refrigerate.
On your countertop, spread out a large piece of plastic wrap.
Place the cheese mixture in the center and form it into a ball shape.
Use the plastic wrap to cover and shape the cheese mixture into a firm ball.
Chill it in the refrigerator overnight.
About 20 minutes before serving, take the cheese ball out of the refrigerator.
Spread the reserved cheddar cheese, bacon, jalapenos, and green onions on a cutting board or large plate.
Unwrap the cheese ball and roll it in the reserved toppings to coat it evenly.
