Preheat your oven to 375°F (190°C) and grease a 9"x13" baking dish.
Peel and thinly slice potatoes evenly.
In a skillet, melt butter and sauté onion, garlic, and thyme until fragrant.
Add ground beef and cook until browned; season with salt, pepper, bouillon, paprika, and oregano.
Sprinkle flour over beef, stir and cook for 1 minute to toast.
Slowly add beef broth and milk, stirring constantly until a gravy forms.
Layer half of the potatoes in the dish, followed by half the beef mixture; repeat layers.
Cover with foil and bake for 45 minutes, until potatoes are tender.
Uncover and sprinkle cheddar cheese on top; bake uncovered for another 10–15 minutes.
Let cool for 10–15 minutes; garnish with chopped parsley and serve.
