Make the chutney. Add the sun dried tomatoes, dates, walnuts, cilantro, capers, red pepper flakes, cumin, salt, olive oil, balsamic vinegar and garlic to a small bowl. Mix to combine.
Assemble the salad. Add the cucumbers, bell peppers, red onion, parsley, salt and chutney to a large bowl. Toss to combine.
Serve with bread, if desired.
