Preheat your oven to 350°F (175°C).
In a large bowl, combine the ground beef, Italian breadcrumbs, milk, eggs, diced onion, minced garlic, shredded mozzarella, grated parmesan, salt, black pepper, Italian seasoning, dried basil, dried oregano, and chopped parsley.
Mix the ingredients together until well combined.
Form the mixture into a loaf shape and place it in a baking dish.
Spread ¾ cup of marinara sauce over the top of the meatloaf.
Layer the additional cup of shredded mozzarella cheese on top of the marinara sauce.
Pour ½ cup of marinara sauce around the meatloaf in the baking dish.
Sprinkle ½ cup of mozzarella cheese and 2 tablespoons of grated parmesan over the top.
Bake in the preheated oven for about 1 hour, or until the meatloaf is cooked through.
Once done, let it rest for a few minutes before slicing.
Garnish with fresh basil or parsley before serving.
