Heat olive oil in a large deep skillet over medium heat for 1 minute.
Add ground beef and onion. Cook for 6 to 8 minutes, breaking the beef apart as it browns.
Drain excess grease, then stir in garlic and butter. Cook for 30 seconds.
Add Worcestershire sauce, Dijon mustard, paprika, garlic powder, onion powder, salt, and black pepper. Stir well.
Pour in beef broth and heavy cream. Bring to a gentle simmer.
Add cream cheese and stir for 2 to 3 minutes, until the sauce is smooth.
Stir in the tortellini. Cover and cook for 6 to 8 minutes, stirring occasionally, until the tortellini is tender.
Reduce heat to low and stir in sour cream until creamy.
Sprinkle mozzarella and cheddar over the top. Cover for 2 to 3 minutes, until the cheese melts.
Sprinkle with parsley and serve warm with garlic bread, salad, or roasted vegetables.
