Rinse sushi rice until water runs clear and cook in a rice cooker or pot with 2 cups water.
Mix in rice vinegar, sugar, and salt to the cooked rice.
Spread the rice evenly on a parchment-lined sheet pan and top with nori sheets.
Brush salmon fillets with soy sauce, sesame oil, and garlic powder.
Place salmon on the rice-covered sheet pan and bake at 375°F (190°C) for 15–20 minutes.
Top with sesame seeds and sliced green onions, and add avocado slices or pickled carrots.
Finish with spicy mayo or a squeeze of lime.
