Stir together cacao powder, protein powder, almond flour, maple syrup, almond butter, salt, vanilla, and ½-2 tablespoons milk in a bowl until doughy (add milk slowly)
Fold in 3 tablespoons chocolate chips
Press mixture into a loaf pan
Melt 2 tablespoons dark chocolate with 1 teaspoon coconut oil
Spread melted chocolate on top of bars
Top with sea salt if desired
Place in freezer for 10 minutes or refrigerator for 1 hour
Slice into bars and store in refrigerator
