Preheat your oven to 190°C (375°F) and grease a 9x13-inch baking dish.
In a large bowl, mix all the meatloaf base ingredients until combined. Press the mixture evenly into the bottom of your prepared baking dish.
Bake the meat layer for 30 minutes until cooked through. Carefully drain off any excess grease from the pan.
Spread your prepared, warm mashed potatoes smoothly over the top of the baked beef layer.
Generously sprinkle the shredded cheddar cheese and crispy bacon bits over the potatoes.
Return to the oven for 15–20 minutes until the cheese is completely melted, bubbling, and golden brown. Garnish with fresh parsley, slice, and enjoy!
