Preheat the oven to 350*
Lightly spray a 9x13 baking dish with cooking spray
Cook the pasta according to package directions, when done, drain and rinse
In a skillet over medium high heat, crumble the ground beef until cooked thoroughly, drain the grease
Add in the minced garlic and Italian seasoning, and salt and pepper, stir to blend well
Add in the sugar, stirring to mix
Pour in the tomato sauce and stir again
Simmer the mixture for 5 minutes
In a small bowl combine the sour cream and the softened cream cheese
Place half of the pasta on the bottom of the prepared baking pan
Top the pasta with half of the sour cream and cream cheese mixture
Spoon half of the meat mixture over the top of the sour cream mixture
Repeat the second layer of pasta, sour cream and meat mixture
Sprinkle the shredded cheese over the top of the entire casserole and place in the oven
Bake for 20 to 25 minutes, until the cheese is bubbly and beginning to brown
