Activate yeast by adding it to a bowl with the warm water and a tbsp of sugar, cover for 5 minutes until mixture is foamy. Then add to a big mixing bowl/mixer with evaporated milk, white sugar, eggs and salt. Add in 4 cups of flour then mix.
Add in shortening then mix in remaining 3 cups of flour 1 cup at a time. Once fully mixed together transfer to a greased bowl, cover with plastic wrap or a dish towel and place in fridge for at least 2 hours until doubled in size.
Once risen, punch out air from dough and roll out into a big rectangle. Then cut into squares.
Fry in oil about 2 minutes per side. Once dough is placed into oil it should rise and float; if not then oil isn't hot enough. Place onto a plate covered with a paper towel to let cool and soak up excess oil.
Drizzle with honey then coat generously with powdered sugar and enjoy!
