  1. Sauté onions and jalapenos

  4. Add pinto beans and chili spices

  5. Add canned tomatoes, water, and sugar

  6. Simmer for 15 minutes

  7. Add rice and broth, simmer for 10-15 minutes

  8. Top with cheese and broil until melted
