Crack the eggs into a bowl and add salt and sugar. Whisk until fully incorporated.
Heat a pan over medium heat with a bit of oil. Add the eggs and scramble until fully cooked, then remove and set aside.
In the same pan, add the minced ginger and cook until fragrant.
Add the ground beef and break it apart. Cook until browned, about 7 minutes.
Add dark soy sauce, light soy sauce, sugar, and sake. Stir and cook until the sauce thickens and coats the beef.
Serve both the beef and eggs in a bowl, optionally over rice, and garnish with chives and sesame seeds.
