Preheat your oven to 175°C (350°F). Line a large baking sheet with parchment paper.
In a food processor, combine the chickpeas, nut butter, egg whites, maple syrup, milk, and vanilla. Process for 1–2 minutes until the mixture is completely smooth.
Add the oat flour, protein powder, baking powder, and salt. Pulse until just combined.
Stir in the chocolate chips (and the whole oats, if using) by hand with a spatula.
Use a cookie scoop or tablespoon to place mounds on the tray. Flatten them slightly into disks with the back of a spoon.
Bake for 12–14 minutes. They are done when the edges look slightly golden.
Let them cool on the baking sheet for at least 15-20 minutes.
