Finely shred the cabbage.
Finely chop the onions and mince the garlic.
In a large mixing bowl, combine the shredded cabbage, chopped onions, minced garlic, beaten eggs, flour, salt, and ground red pepper.
Mix until all ingredients are well incorporated and the mixture is evenly moistened.
Scoop about 2 tablespoons of the mixture and shape it into a patty. Repeat until all the mixture is used.
Heat a generous amount of vegetable oil in a large skillet over medium heat.
Add the patties to the skillet and fry for 3-4 minutes on each side, or until golden brown and crispy.
Transfer the cooked patties to a plate lined with paper towels to drain excess oil.
Serve hot with your favorite dipping sauce or a side of fresh salad.
