In a bowl, mix together the filling ingredients. Set aside to marinate for 30 minutes.
Lay down a dumpling wrapper, add a small amount of filling to one side of the wrapper, and trace the edge with water to wet it slightly.
Fold the wrapper inwards, then gently pull from both ends to form the noodles. Repeat until you have made enough.
Cook the noodles in boiling water for 4-5 minutes until they float.
To make the sauce, add minced garlic, sesame seeds, chili crisps, sugar and chicken powder to a bowl. Heat up vegetable oil in a saucepan over high heat until it starts to smoke. Gently pour the hot oil over the sauce ingredients and stir until well combined.
Strain the noodles and add to the sauce. Toss to mix well and garnish with green onions.
