Instant pot: combine everything with 1qt water. Cook 2 hours on high.
Stove top: brown meat, add everything with 1.5 qt water. Simmer for 4 hours.
Serve over pasta with shredded cheese.
For backpacking: Blend cooked chili. Spread cooked chili on dehydrator trays. Run until completely dry and flaky. Combine with vermicelli rice noodles.
Also makes a killer chili dog but my mother in law will disown you.
