Steam fish filets for 7-8 minutes or until flaky
While the fish is steaming, combine oil, soy sauce, sugar, light soy sauce, white parts of green onions, and ginger in a sauce mixture until boiling, then turn down heat to low simmer
Once the fish is done, garnish with more cilantro, scallions and ginger
Pour hot sauce mixture over fish and serve immediately
Top off with black pepper and fried shallots (optional)
