In a bowl, combine cottage cheese, eggs, garlic, oregano, salt, and pepper. Stir until smooth.
Fold in oat flour, Parmesan, and grated zucchini until a thick batter forms.
Scoop batter onto a parchment-lined baking sheet (about 2 tbsp per fritter). Bake 18-20 minutes until golden and firm.
