In a bowl, combine the chicken broth, garlic powder, onion powder, salt, lime juice, and lime zest.
Add the chicken breasts and liquid mixture to the slow cooker.
Cook on HIGH for 3 to 4 hours or LOW for 5 to 6 hours.
Using two forks, shred the chicken breasts in the crock pot, in the liquid. Add the cilantro and stir to combine. Add more lime juice as needed.
