In a large Pyrex or oven-safe dish, add chuck roast, onions, potatoes, jalapeños, garlic, and tomatoes.
In a bowl, whisk together tomato paste, water, allspice, lemon juice, black pepper, salt, and olive oil.
Pour the sauce evenly over everything in the dish.
Cover very tightly with foil.
Bake at 375°F for 3 hours.
Uncover and broil for 10 minutes to get the top caramelized.
