In a saucepan add the sugar, cocoa, and flour and mix well. Whisk in the milk, cinnamon, salt, vanilla and butter. Place over medium heat and bring to a simmer, stirring occasionally.
When it thickens to the consistency you like, remove from the heat and spoon over biscuits.
Syrup
In a saucepan, mix together the white sugar, cocoa. Whisk in the warm water.
Place the saucepan over medium heat and bring to a boil. Whisk in the vanilla and butter. Reduce the heat to low, and simmer for about 10, stirring constantly, until it slightly thickens. Serve warm over biscuits.
