Preheat oven to 350 degrees.
In a large mixing bowl mix together the cheddar bay biscuit mix, ½ cup of cheddar cheese, ¾ cup milk. Reserve the garlic herb packet for later.
Press into an oiled 9x13 pan.
In a skillet brown ground meat and add the onion and bell pepper while browning it. Drain excess grease and add water and taco seasoning. Simmer until the water has reduced.
Add the ground meat mixture on top of the biscuit base.
In a medium bowl mix together the sour cream, mayo, 1 cup of cheddar cheese, can of drained green chiles, and the reserved garlic herb packet.
Spread sour cream mixture on top of the meat.
Top with cheese and bake for 30 minutes.
Allow to set for 5 minutes before cutting.
