In pot, add 2 tbsp oil. Press saute. Add sausage and cook 2 minutes. Remove with a slotted spoon.
Add chicken to pot and cook 5 minutes, stirring frequently. Add to sausage.
Add remaining oil to pot. Sprinkle flour and cook for 4 minutes.
Stir in onion, celery and garlic. Cook for 4 minutes, stirring frequently.
Add cooked meats, tomatoes, broth, 4 cups water, rice, vegetables, and salt. Scrape bottom to release brown bits.
Seal cooker. Press "stew". Pressure cook for 6 minutes. Natural release for about 5 minutes, then release pressure.
Saute an additional 3 minutes to thicken.
