Heat oil in a wok or large pan over high heat
Add ground beef and cook until browned, breaking it apart as it cooks
Add garlic, ginger, and fresh chillis, stir-fry for 1 minute until fragrant
Add cabbage and carrot, stir-fry for 3-4 minutes until vegetables are tender-crisp
Add scallions and stir
Pour in soy sauce, dark soy sauce, oyster sauce, and Shaoxing wine
Toss everything together and cook for 1-2 minutes until sauce coats the ingredients
Serve immediately
