Make the Dough: Combine flour, salt, carom seeds, and ghee in a bowl. Gradually add water and knead into a firm dough. Rest for 15–20 minutes.
Prepare the Filling: Heat oil in a pan. Add onions, ginger-garlic paste, and green chilies. Sauté until soft and aromatic. Stir in spices, then add paneer, peas, and coriander. Mix and let it cool.
Assemble the Samosas: Roll the dough into thin circles, cut in half, form cones, and fill with the paneer mixture. Seal with flour paste.
Cook: Deep-fry samosas on medium heat until golden brown or bake at 180°C (350°F) for 20–25 minutes until crisp.
Serve: Enjoy hot with chutney or yogurt dip.
