Beat cream cheese and butter together until smooth. Add sugar, lemon juice, zest, and salt. Chill filling for 30 minutes.
Cream butter and sugar until fluffy. Add vanilla and zest, then mix in flour and salt until soft dough forms.
Flatten a tablespoon of dough, add ½ tsp filling, roll into a ball, and seal.
Bake at 350°F for 12–14 minutes until bottoms are lightly golden.
Cool 5 minutes, roll in powdered sugar, cool fully, and roll again for a snowy finish.
