Make the hot mixture by bringing the water, milk, honey, and butter to 122 F in a saucepan.
Put the flour, yeast, and salt into a bowl, and pour the liquid over and mix until incorporated.
Rest for 30 minutes, knead for 8, rest for one hour, shape into 8 rolls, rest again for one hour.
Bake at 350 F with steam for 15-18 minutes. Dust with a little flour and serve.
