Mince garlic
Slice onions thinly
Add olive oil and butter to a pan . Add onions and caramelize . Cooking on low heat while stirring for about 30 minutes. Do not rush the process. Low heat. If they are burning at a bit of water and continue to stir. They are caramelized when soft and brown and jammy.
Remove the onions to a bowl.
Add 2 tablespoons chili oil to the pan. Add the garlic. While stirring. 15 seconds on low heat.
Pour in the heavy whipping cream slowly while mixing.
As it thickens on low heat. Add in the pasta and Parmesan cheese.
REMOVE from the heat quickly so that the heavy whipping cream and oil DONT SEPARATE.
Garnish with chili oil and parsley.
