Heat olive oil in a large skillet over medium heat.
Add ground beef, onion, garlic, salt, pepper, and Italian seasoning. Cook until beef is browned and onion is soft.
Stir in crushed tomatoes, water, and broken noodles.
Bring to a slight boil, cover, and reduce heat to low.
Cook for 20 minutes, or until noodles are tender.
Remove lid and top with mozzarella cheese.
Cover and cook for 2-3 minutes, until cheese is melted.
Serve with parmesan cheese.
