Brown ground beef and set aside
Saute onion, carrots, and celery with basil and parsley in 1 tablespoon of butter for about 10 minutes or until tender
Add broth, potatoes, and beef
Bring to a boil
Reduce heat and simmer 10-12 minutes or until potatoes are tender
Meanwhile, melt remaining butter in small saucepan/skillet and add flour, cook and stir until bubbly
Add to soup and bring to a boil, cook 2 minutes
Reduce heat to low
Add cheese, milk, salt and pepper
Cook and stir until cheese melts
