Mix softened butter with garlic, parsley, chives, mustard, lemon zest, juice, paprika, salt, pepper, thyme, chili powder, and crushed red pepper.
Spread cowboy butter in 9-inch baking dish. Place in oven at 450°F until melted.
Combine flour, baking powder, sugar, and salt. Rub in butter until crumbly, stir in buttermilk.
Pour dough into dish, spread evenly, score into 9 pieces, and bake 20–25 minutes until golden.
Cool slightly and serve warm.
