In a large bowl, whisk together flour, baking powder, salt, garlic powder, thyme, and black pepper. Stir in cheddar cheese, diced jalapeños, and rosemary.
In another bowl, whisk milk, Greek yogurt, olive oil, and eggs until smooth. Pour into dry ingredients and stir until just combined (do not overmix).
Pour batter into prepared pan. Bake for 40-45 minutes, or until a toothpick inserted in the center comes out clean and top is golden.
