Heat olive oil in instant pot on the sauté function.
Brown roast on for 3 minutes on each side.
Remove from Instant Pot and set on the rack.
Place the rack in the Instant Pot.
Pour the water and the wine over the roast.
Sprinkle with the onion soup mix.
Set the Instant pot on the meat/stew function for 45 minutes.
Allow the steam to slow release for 10 minutes.
Carefully release the steam valve.
