Combine ground pork, scallions, grated garlic, grated ginger, soy sauce, toasted sesame oil, chili crisp, rice vinegar, and white pepper in a bowl
Gently mix the filling with your hands and set aside
Grab a small baking dish or individual ramekins
Dip wonton wrappers quickly in water and layer into the bottom of the dish
Spread a thin layer of the pork mixture on top of the wrappers
Repeat layering wrappers and pork mixture until you run out of space or ingredients
Finish with a layer of wrappers on top
Pour 1 to 2 tablespoons of chicken broth or water over the top to keep everything juicy
Carefully transfer to a steamer, cover, and steam for about 25 minutes
Drizzle with extra soy sauce, chili crisp, scallions, and sesame seeds before serving
