Mix flour, sugar, baking powder, baking soda, salt, and cinnamon.
Whisk butter, eggs, vanilla, buttermilk, and orange zest.
Stir wet into dry until just combined.
Fold in cranberries.
Divide into muffin cups, sprinkle with topping.
Bake 18–22 minutes until a toothpick comes out clean.
Cool on a wire rack before serving.
