Add water, bay leaf, cinnamon stick, and cloves to the beef, skim off any foam, then cover and simmer on low for 1 hour
Toss frozen okra with a drizzle of olive or avocado oil and air fry at 390°F for 20 minutes, shaking halfway through
In a large pot, sauté garlic in olive oil over medium heat until fragrant, then stir in the cilantro
Add half of the seasonings along with the tomato paste and cook until the paste darkens slightly
Add the beef cubes, remaining spices, and the air-fried okra to the pot
Pour in the beef broth, bring to a boil, cover, and simmer on medium-low for 20 minutes
Add lemon juice after simmering if using instead of citric acid
Serve with vermicelli rice and fresh vegetables such as radishes and cucumbers
